A dipole for VHF/UHF is kind of rare. Are you sure that's what it is? If it's some sort of antenna designed to be mounted on the end of a mast vertically then its probably not a dipole. Either way, getting it up high is the best answer. As for where to put the tower, it really doesn't matter. The only caution is make sure it's mounted correctly.
