After the help from the listeners, Mike's next time machine project is much larger and more powerful than the original. While the original machine worked on the level of kilowatts, this machine was designed for 3 million watts. Also, instead of using a cd laser, Mike uses rotating magnetic fields just like they used in the Philadelphia Experiment.

I followed the instructions for Quick Apple Raspberry Pi Machine and formatted a hard drive to HFS+ and installed netatalk on a Raspberry Pi 3B clone; everything worked fine. I went into Time Machine settings and the network drive was recognized and added. Since this was over ethernet, the backup took about 13 hours to complete.
Then, I tried ditching Time Machine altogether and using a different software - Carbon Copy Cloner (with a free trial) that is installed on my MBP and can connect to the server through the network.

Time Machine needs work space on the backup disk, in addition to the space required to store backups. Open Time Machine preferences to select a larger backup disk or make the backup smaller by excluding files. I know Time Machine itself is able to remove old backups when it needs more space.
