Reaver tokens aren't to much trouble for us, since they only affect you when you stop in the sector and have rolled a less than the number of tokens. If you want to lighten the hurt from Alliance tokens, maybe make a house rule where Alliance tokens pull the ship to your sector, but it won't make contact unless you're forced to stop in the sector?
