In The Cambridge Dictionary and The Oxford Dictionary, “all-time” is the only defined variation you can use. It always has the hyphen in it, and both dictionaries state that it is an adjective whenever used in this manner. “All time” is incorrect when using it as an adjective.

You use all-time when you are comparing all the things of a particular type that there have ever been. For example, if you say that something is the all-time best, you mean that it is the best thing of its type that there has ever been.
