Public Law 102-477 (usually referred to simply as “477”) is the Indian Employment, Training, and Related Services Demonstration Act (25 U.S.C. 3401 et seq). This Act enables Tribes and Tribal Governments to effectively integrate employment, training, and related services from various federal sources.
In passing Public Law 102-477 in 1992 (1992 Act), Congress intended to reduce unemployment in tribal communities by creating employment opportunities consistent with the principle of tribal self-determination.
The primary intent of the 477 Program is to streamline and consolidate various federal grant programs related to employment, training, and related services into a single, cohesive plan, budget, and reporting system.

The 477 Program provides tribal governments with the flexibility to design employment, training, and economic development plans that utilize funding from several federal programs to best meet the needs of their local communities.
Login on to the Form 477 website. Select the as-of date, and create a new ILEC or Non-ILEC filing. Complete and/or update the Filer Identification section. Complete the individual service sections as per “Sections To Be Completed By Each Provider” as described in the Form 477 Instructions.
Known collectively as the 477 programs, these tribal plans reduce administrative burdens and costs by letting tribes manage one program that provides multiple services to tribal members and by streamlining reporting requirements for tribes.
477 Plan requirements are defined in Section 6 of Public Law 102-477. For a plan to be acceptable, it must: Identify the programs to be integrated. Be consistent with the purposes of the Act authorizing the services to be integrated into a demonstration project.
