This Act enables Tribes and Tribal Governments to effectively integrate employment, training, and related services from various federal sources.

In passing Public Law 102-477 in 1992 (1992 Act), Congress intended to reduce unemployment in tribal communities by creating employment opportunities consistent with the principle of tribal self-determination.

The primary intent of the 477 Program is to streamline and consolidate various federal grant programs related to employment, training, and related services into a single, cohesive plan, budget, and reporting system.

Known collectively as the 477 programs, these tribal plans reduce administrative burdens and costs by letting tribes manage one program that provides multiple services to tribal members and by streamlining reporting requirements for tribes.
