Consecrate Metropolitan has always seemed like a terrible trade-off to me. I don't believe I ever take a temporary bonus in exchange for a game-long cost. -10% dev cost to spawn an institution. +5% discipline in initial and later tough wars. +missionary strength and -unrest for one faiths
