The Canvas Administrator made certain sections (files, announcements, quizzes, etc) visible to teachers but not students. I would like to make these sections visible to students. How do I do that?

A Canvas admin can turn off the ability for students to message each other—but that setting would prevail for the entire account. If you are an instructor then you would want to talk with your local Canvas admin about enabling this functionality.
The warning Canvas gives is Are you sure you want to delete this rubric? This action will remove this rubric association from all assignments in the current course, and delete any existing associated assessments. That is a pretty stern warning and be sure to heed it unless you really mean to do otherwise.
Or are you emailing them outside of Canvas using your institutions email system? I know with Canvas, you can send a message to all your students in a class and you can have it message them individually.
