When I realigned these, the shx and shp versions of the same layer lined up and were identical as expected. Interestingly, QGIS allows both the .shx and .shp to be uploaded to the same project, and they display their own respective source path, but as pointed out by others, the output is the exact same geometries as these are indeed the same file.
If anyone comes here from Google like I did, you can regen a missing SHX file by setting the config value SHAPE_RESTORE_SHX=YES in your GDAL settings. With the GDAL CLI tools you do this with --config SHAPE_RESTORE_SHX YES as a CLI switch. I don't know the exact syntax in geopandas.

You need to have a valid shp/shx file. You can create it easily with StarShape application. Which You can find Here. Try to save shp/shx to the fonts directory of Your CAD application.
