The idea of the game consists of a world map system very similar to Final Fantasy Tactics, where the player can move from one place to another. Usually, the first time we arrive in a city, a battle takes place. These battles take place throughout the city map, where there will be enemy squads spread out and in a fixed position.
Yes random battles on the world map, I use visible enemies only in dungeons. I guess I could do that with visible enemies and change this specific one to a random enemy drop of sorts instead.

Interestingly enough I use this idea for my world map when the player checks the map. So with some extension you can use this idea in other creative ways too.
Without that proc, I doubt it would work either. I'm guessing the MP itself is just hard-coded to never proc on world map unless an event triggers it instead of a state. States can persist or be added on the map, but they don't really do anything there unless you event it so that it does. They just sit on a character until you enter the next ...
