I just wanted to get a better clarification of who owns quality? The Scrum guide says, "The Product Owner is responsible for maximizing the value of the product and the work of the Development Team." So is it correct to assume quality is built into the value of the product? Low quality products are not valuable to the end user.
The Scrum Team owns the Definition of Done, and it is shared between the Development Team and the Product Owner. Only the Development Team are in a position to define it, because it asserts the quality of the work that they must perform.
The Development Team, as quality means delivering the increment right, ie, an increment that meets the definition of "Done". The Scrum Master, as he/she is responsible for helping the Product Owner and the Development Team deliver a quality increment.
