What if ramparts as a whole are locked to defensive idea group, and everything balanced accordingly? It would keep things simpler, and would allow even non-mountainous nations to benefit from that unlock. Mountain countries would still benefit more. Siege and attrition gameplay may need bit of an overhaul anyway. Making defensive bonuses weaker makes them useless, but endless late game sieges ...
I really like the myriad of new manufactories in 1.3, but since the ramparts don't actually produce anything like all the other types (production, manpower, sailors etc) then shouldn't they be in the same section as the coastal defences...

They still aren't good - DPs scale with tech but so do normal combat modules, and DPs are never actually durable - but it's a huge difference to have +30% damage and durability on your DPs because you stacked a bunch of Ramparts. Citadel base HP is 80000 and armor 40000 6 gun/torpedo/hangar module vs 6 ancient ramparts will increse it to: 128000 hp/64000 armor vs 152000 hp/88000 armor. Tho remember that platforms breaks like poorely constructed lego wall, and most of those additional platforms will be destroyed by crisis/AE alpha strike. So... is it worth to use it?
